Guantánamo Bay has always been a dirty secret—and it continues to be an embodiment of American exceptionalism where the rules don’t apply and force trumps all. It’s a place where the “other” is the enemy and the enemy is held without due process. First it was Haitian refugees, then terror suspects, and now migrants.
